The EU Energy Performance of Buildings Directive (EPBD) 2010/31/EU is a step in the right direction to promote near zero energy buildings (NZEB) in a step-wise manner, starting with minimum energy performance and cost optimal thresholds for “reference buildings” (RBs) for each category. Nevertheless, a standard method for defining RBs does not exist, which led to a great divergence between MS in the level of detail used to define RBs for the EPBD cost-optimal analysis. The global economic crisis and the subsequent weaker growth are putting under pressure welfare states in the EU. This paper aims at discussing the effects of the crisis at the social level and at identifying whether the classic European welfare state models (Nordic, Continental, Anglo-Saxon and Mediterranean) are still valid in today’s economy. AbstractIn this article we explore the factors contributing to reduce the distance of laggard firms to the European frontier, focusing on institutional factors. To characterize Total Factor Productivity frontier firms within industries for the European Union we use firm level data from AMADEUS for the period 2003–2014. Our findings provide evidence on the importance of governance quality and easiness in getting credit in explaining the distance of laggard firms to the European productivity frontier.
